Background of the Study
Public sector inefficiencies remain a major challenge in governance, particularly in Nigeria, where issues such as bureaucratic bottlenecks, corruption, lack of accountability, and weak institutional capacity hinder service delivery (Ahmed & Yusuf, 2024). Constitutional law plays a pivotal role in shaping public administration, governance frameworks, and accountability mechanisms, ensuring that the government functions effectively in delivering essential services (Oladipo & Hassan, 2023). The Nigerian 1999 Constitution (as amended) provides the legal foundation for the structure, roles, and limitations of public institutions, particularly through sections relating to fiscal responsibility, transparency, and federal-state relations (Usman & Bello, 2023).
In Birnin Kebbi Local Government Area, inefficiencies in the public sector are evident in areas such as poor infrastructure, delayed project execution, mismanagement of funds, and bureaucratic delays (Mustapha & Ibrahim, 2024). The lack of proper monitoring mechanisms and weak enforcement of constitutional provisions exacerbates these inefficiencies, leading to a decline in public trust in government institutions. This study investigates the extent to which constitutional law has been effective in addressing inefficiencies in the public sector within Birnin Kebbi LGA and explores potential reforms to enhance governance effectiveness.
1.2 Statement of the Problem
Despite constitutional provisions aimed at ensuring efficiency, accountability, and transparency, public sector inefficiencies persist across various levels of government (Adewale & Umar, 2024). In Birnin Kebbi LGA, challenges such as poor budget implementation, lack of service delivery, and corruption in public offices continue to undermine governance. Weak enforcement of constitutional frameworks results in delays in public service delivery, wastage of resources, and ineffective policy implementation (Okeke & Yusuf, 2023). This study seeks to assess how constitutional law addresses these inefficiencies and why governance challenges persist.
